As the president and founder of the Latino Foundation of Stamford (LAFOS), he has channeled most of his energy into community relations, not only in "the city that works," but in Neza, Mexico, Stamford's sister city south of the border.

Velasco is a huge soccer fan and family man who has seen the area grow from a small town with dirt roads to a thriving business center.
