Three Stamford Men Arrested in Neighborhood Impact Unit Sting

The Stamford Police Department's NIU made three arrests as a result of a sting operation Wednesday morning.

An extensive surveillance operation by the Stamford Police Department's Neighborhood Impact Unit resulted in the arrests of three city men over the course of the evening Tuesday and early morning hours Wednesday, police said Wednesday.

According to authorities, Frank J. Viggiano, 51, of Seaview Ave. was observed  pulling up to Banks Pool Hall on Manhattan St. and having a conversation with a man.

That man, identified by police as Anton Mayo, 32, of Lockwood Ave., walked with Viggiano into a parking lot on Manhattan St. where the two were then observed makign an exchange between some parked cars, police said.

Authorities noted that, as they left the parking lot, Vigianno was observed dropping something, and getting on his hands and knees searching for the item. Mayo was seen assisting Vigianno in his crawling search, pointing out something to Vigianno that he would subsequently pick up and put in his mouth.

Vigianno then returned to the station wagon he arrived in and drove away, while Mayo returned to the bar, police said. Authorities conducting a motor vehicle stop on Vigianno—for driving through a stop sign and not having front plates—witnessed Vigianno having difficulty trying to swallow something, authorities said.

When Vigianno would not spit it out and instead worked harder to try and swallow the item, the officer stuck his fingers in Vigianno's mouth, police said. Police allege Vigianno then bit the officer, who stuck Vigianno in the head to make him release his fingers. Also recovered from his mouth was a small amount of crack cocaine, authorities said.

Vigianno was placed under arrest, and officers returned to the bar. At the bar, officers said they then witnessed Mayo making a second meeting with Tyrone "Tammy" William Elliot, 37, of Main St., a suspect previously known to them for unrelated incidents whose gender identity is that of a woman.

After a meeting on the side of the building between Mayo and Elliot where an exchange was witnessed, surveillance teams waited for Elliot to exit the scene and approached the suspect, authorities said. Elliot was observed throwing an item from her right hand, which police recovered and identified as a crack pipe, they said. 

In her clenched left hand, police said they discovered two small packages of crack cocaine.

Mayo eventually gets into a vehicle with New Hampshire plates and authorities conduct a motor vehicle stop. NIU officers ask for consent to search the vehicle and the driver, who consented to both and which proved fruitless, according to authorities.

Mayo was arrested for evidence contained on his person and the transactions officers had witnessed throughout the evening.

Vigianno was arrested and held on $5,000 bond. He faces charges of possession of narcotics, failure to obey a stop sign, failure to display proper plates and assault on a police officer.He was scheduled for arraignment Wednesday.

Elliot was charged with possession of narcotics and possession of drug paraphernalia and released on her own recognizance.

Mayo was charged with sale of certain illegal drugs and held on $10,000 bond. He was scheduled for arraignment Wednesday.

Linda Esperanza Enamorado, 19, of Woodside St., was charged with violation of probation.

Jahiem Shakon Gordon, 32, of the 700 block of East Gun Hill Rd. in the Bronx, faces multiple charges of narcotics possession and conspiracy to commit a crime.

Derrick Martin, 26, of Henry St., also faces multiple charges of narcotics possession and conspiracy to commit a crime, as well as a failure to appear charge.
