Stamford Police Announce 4 Promotions

The Stamford Police Commission promoted four from within department ranks Tuesday, with two officers moving up to sergeant and two sergeants moving to lieutenant.

Stamford Assistant Chief Jim Matheny said Wednesday that all four were coming from the Uniform Division and stated he was proud of the leadership growing within the department, calling them the "cream of the crop."

"This is a very distinguished group," he said. "Everyone on the [Commission] said this was the strongest field they've seen. This is a very positive development for us."

Former Officers Rhett D. Connelly and Stephen E. Murphy join the ranks at Sergeant now.

Connelly is a Stamford High grad who attended Norwalk Community College and is a former Norwalk and Turn of River firefighter. He joined the department in July 2005 and currently serves on the midnight patrol. He was also the 2011 Officer of the year.

Murphy is a 15-year veteran who presently serves in the Neighborhood Impact Unit. He's also been a member of the nightshift patrol and Narcotics & Organized Crime divisions.

Former Sergeants Thomas Barcello and Thomas J. Scanlon, Jr., were promoted to Lieutenant.

Barcello, a UConn grad, has served as sergeant at Headquarters, at Patrol Division and at the Emergency Communications Center. As an officer, he was involved in Patrol, Headquarters, COPE-PACT, Special Services, Narcotics & Organized Crime and the State Narcotics Task Force.

Scanlon, a Fairfield University grad, was previously a patrolman in Darien before joining the Stamford police Department in 1996. He's worked in Patrol, Narcotics & Organized Crime, Dispatch, the front desk and the Neighborhood Impact Unit.
