A New York man was arrested Tuesday in Stamford on public indecency charges after a high school student walking by the man's car saw him inside, masturbating, police said Wednesday.
According to authorities, a high school senior was walking along Prospect Street near the Dunkin' Donuts at approximately 2:30 p.m. when she spotted a man police identified as Otto Wilman Zelaya, 25, of Queens Village, in his vehicle parked along the street.
Police said the teen spotted the man inside pleasuring himself and immediately called her parents, who then contacted authorities.
Zelaya did not leave the area after the sighting, police said, and was still in his car parked along Prospect Street, though police said he seemed to be expecting their arrival.
"Am I going to be arrested?" Zelaya reportedly asked. When police said they had arrived to conduct an investigation but were curious as to why he would be concerned about being arrested, Zelaya reportedly replied:
"I've been arrested for this kind of thing before."
The female student ID'd Zelaya and his vehicle, and Zelaya was charged with one count of public indecency. He was issued a $10,000 bond and was released after posting it.
Police said Zeyala told them he was in the area to get his passport updated so he could return to El Salvador.
