Man Charged Following Nude Disturbance at Stamford Government Center

A man who'd removed most of his clothing and began breaking out the windows of a vehicle in the Government Center parking lot was taken to Stamford Hospital for evaluation and charged with criminal mischief and disorderly conduct Tuesday afternoon, police said Wednesday.

The situation began to unfold just before 2 p.m. Tuesday when a passerby noticed a man, identified by police as Orlando Montalvo, 29, of 87 Webb Avenue, acting strangely standing on the corner of Tresser and Washington boulevards out front of the St. John's Tower apartment building, according to police.

The passerby rolled down his window and asked Montalvo if he was alright. When the passerby pulled into the Government Center parking lot, Montalvo had apparently followed him into the garage and climbed into the passenger seat of the victim's vehicle and began smashing the windshield, police said.

The victim entered the lobby of the Government Center and informed security about what was happening, who then called police to respond. Upon police arrival, they discovered Montalvo in the garage, walking around with his pants and underwear below his knees, otherwise sans clothing.

Officers instructed Montalvo to calm down lie on the ground, which he refused to do, instead standing with clenched fists between two parked cars, police said. When officers asked the man if he had taken any PCP during that day, he allegedly nodded while staring at them, wide-eyed. They again instructed Montalvo to lie down, at which point the man complied with their instructions, according to police.

Montalvo was transported to Stamford Hospital for evaluation and charged with fourth-degree criminal mischief and disorderly conduct.
