Female Suspect Attacks Child, Strangles Mother at Franklin Street Shelter

Carleen Culmo has been charged with third degree strangulation and other assault offenses for attacking a five year old girl at St. Luke's Lifeworks homeless shelter, and then strangling her mother when she attempted to intervene.

A woman staying at 141 Franklin Street's St. Luke's Lifeworks homeless shelter was arrested Tuesday evening, charged with attacking a small child and her mother.

"Officers responded to the shelter, and a supervisor reported that two clients were fighting," SPD's Sgt. Robert Littlejohn said. "On Tuesday evening, Culmo was attacking the five-year old daughter of Sandra Richards."

Culmo's reasons for attacking Richard's daughter are unclear at this time.

"When the mother came to protect her child, Culmo said 'Watch me beat this bitch down' to Richards' daughter," Littlejohn said.

Culmo attacked Richards, first striking her and then strangling her, according to the SPD. Lifeworks staff eventually separated the two.

Culmo was arrested on the scene. Richards and her daughter were taken to Stamford Hospital, and it was found that they had no injuries. They were later released, though it is not currently known if they returned to Lifeworks.

"Culmo is being held on a $2,000 bond and will be in court Wednesday," Littlejohn said.
