Cops: Man High on PCP Ignores Tazering, Attacks Stamford Officer

A Stamford police officer ended up on the hospital with a fractured nose after he and two firefighters had to subdue a man suspected of being high on PCP failed to respond to being tazered.

At approximately 4:23 p.m. Thursday, Ofc. Mark Ligi responded to a call from a woman who said a disheveled, hysterical man approached her residence and asked her to contact police because "someone was trying to kill him," police said.

Upon arrival, two Stamford firefighters were already on scene. Authorities said Ligi, "from his training and experience," believed there was a high probability the man identified as Samuel Marraro, 19, of Daley Street, was high on LSD, PCP or some other narcotic.

After Marraro refused to calm down and move out of the middle of the street where traffic continued to flow around him and after ignoring a warning he would be tazed, Ligi deployed his tazer, which sent Marraro to the ground, police said.

When Ligi attempted to cuff the man, he began to struggle and got back to his feet. Ligi deployed his tazer a second time, but police said this deployment had no effect of Marraro, who began to strike the office in the face.

Police said the two firefighters on scene then assisted the police officer in subduing Marraro. The suspect was brought to Stamford Hospital and admitted there, where he remained under police supervision Friday.

Marraro was charged with possession of a controlled substance, sale of a controlled substance, carrying a dangerous weapon, interfering with an officer/resisting, second-degree breach of peace and three counts of assault on a police officer-the additional two charges stemming from firefighters being protected under the statute, police said. He was issued a $75,000 bond and a court date of June 20, 2013.
