For its 69th annual installment of the citizen recognition award, Stamford's 2013 Citizen of the Year is government staple Tim Curtin. Announced Thursday during a surprise unveiling to Curtin, who didn't know he'd been selected, the 18-year Stamford city employee learned he was the selection following a greeting from Mayor David Martin, a number of center employees and even former boss Gov. Dannel Malloy.
