The Stamford Police Department on Wednesday officially promoted four members to higher ranks, moving two officers to the rank of sergeant and two sergeants to the rank of lieutenant.
The promotions of former Officers Rhett D. Connelly and Stephen E. Murphy and former Sergeants Thomas Barcello and Thomas J. Scanlon, Jr., were announced on August 7, but Wednesday, Chief Jon Fontneau, Assistant Chief Jim Matheny, Assitant Chief Tim Shaw and Public Safety Director Ted Jankowski made it official.
