4th Suspect Pleads Guilty to ATM Skimming Scheme

A fourth suspect has pleaded guilty to one count of conspiracy to commit bank fraud stemming from his participation in an ATM “skimming” scheme that involved banks in Cos Cob, Stamford and Darien.

Ion Constantine, also known as “Tarzan,” 34, a citizen of Romania last residing in Glendale, NY, pleaded guilty Friday before United States Magistrate Judge Holly B. Fitzsimmons in Bridgeport.

He faces a maximum sentence of 30 years in prison and a $1 million fine.

Woman Accused of Refusing To Pay For Septic Service

Lorraine Ramsey, 51, of 35 Elmwood Ave., Norwalk, was charged with third-degree larceny and arrested on Thursday for allegedly failing to pay a $2,500 septic tank cleaning bill.

Police said Ramsey entered into a contract agreement with Mike’s Septic Service, 11 Maurice St., on July 15, but her payment check did not clear when he attempted to collect his fee.

Although Ramsey told police that she stopped payment for the service because she didn't receive proper paperwork from Mike's Septic Service,

The contractor told police after he completed the job Ramsey wrote him a check for $2,500 that failed to clear when he deposited it.

Ramsey told police she stopped payment on the check because she did not receive the proper paperwork from the septic service.

According to Norwalk police, an officer showed her the paperwork and permits for the job and advised her she could file a civil complaint against the company.

Ramsey was released after posting $5,000 bond.

Head-on Collision Kills Another Senior Citizen on Rte. 7

Frank Johnson, 71, of Norwalk, was killed in a Wilton head-on collision Thursday evening.

Johnson was travelling northbound on rte. 7 in a 1999 Volkswagen sedan when he apparently crossed over the dividing line and struck a 1995 tri-axle Mack Dumptruck head-on at 9:27 p.m., according to Lieutenant Donald Wakeman of the Wilton Police Department.

Johnson was pronounced dead at 991 Danbury Road, the scene of the accident. The driver and the passenger of the dump truck were not injured.

This marks the second in just three days. Both seniors were killed by dump trucks that were licensed by Norwalk-based businesses, and both seniors were 71-years-old.
