Gov. Dannel P. Malloy the first budget address of his administration before a special session of the General Assembly at the state Capitol in Hartford Wednesday. Malloy described his proposal and fair and sensible, but one that would come with "shared sacrifices" and "hard decisions." This week, a 15-year-old student was after being found unconscious at Boyle Stadium. She and two other students were drinking vodka and other alcoholic beverages on campus and portions of the illegal activity were caught on video. At least eight students were arrested in connection with the incident. Charges included reckless endangerment, possession of marijuana and possession of alcohol by a minor.

The Connecticut Commuter Rail Council with both commuters and members of the Connecticut Department of Transportation to discuss Metro-North's "winter crisis" of delays, cancellations and broken down rail cars. Jeffrey A. Parker, the state’s transportation commissioner advised that some of the new rail cars for the New Haven rail line may go into service in eight weeks.
